Sir, My husband Loknath Acharja aged about 51 years, a Bhutanese refugee, resident of Beldangi-ii ext refugee camp, sector no. E3, hut no. 43/44 went missing since 16th October 2014 from Siliguri, west Bengal. He had come to Siliguri for shopping for Dewali pooja. We have lodged FIR diary of missing person with the Pradhan Nagar P.S Siliguri on 25th October 2014 after looking places of all possible of his whereabouts and even given his mobile numbers for tracing. On our side also, we continuously searched all the places in west Bengal but no avail. To our surprise and fear, on 27th October 2014, we got information from reliable source that he was abducted by the Royal Bhutan Army (RBA) of Samchi district from Mal Bazaar, West Bengal on 16th October 2014. Three army officials in civil dress had abducted him and most likely in collusion with MalBazaar police of West Bengal and firstly taken to Samchi and kept in the army camp till 18th October 2014 and taken to Thimpu and now kept in Rubina army jail in Wandi phodrang district. The reason for his abduction is not known. He was a active human rights activist and is the member of the Human Rights Organization of Bhutan (HUROB) as far as I know. He was fighting for Rights of return of the Bhutanese refugees in Nepal and establishment of Human Rights and Democracy in Bhutan. For that he often used to go to border area for information collection and monitoring of situation inside Bhutan for dissemination to International agencies for support and action. His activities were exposing all human rights violation and abuses in Bhutan which embarrassing Bhutan government in the International Forum. Perhaps this could be the reason of his abduction to suppress the Bhutanese movement for Human Rights, Democracy and repatriation of the refugees. As he is in the army jail and under the custody of Bhutan army, it is feared of his life in danger and meted inhuman tortures to coerce him to accept all false allegations. Probably he is kept in solitary confinement as usual practice of Bhutan government without proper food, medicine and communication to outside, deterioration of his health is our next concern. As Amnesty International is world renowned Human rights organization fighting for the human rights and protection of people all over the world, I request you to kindly take up the case of my husband, Lok Nath Acharja with the Royal Government of Bhutan and help his early release. Protect him from tortures and disappearance. He should be tried in the court for offence if any and fair justice should prevail. Also try for my visit to meet him as early as possible. I am with fragile health left with responsibility of taking care of old parents who are 82 and 80 years old in addition to own two children aged 19 and 16. I profoundly hope that Amnesty International would take urgent action and save the life of my husband as does to prisoners in the world in general and in the past particularly to many Bhutanese prisoners.
