the names of those who attended the shura are irrelevant - we know they are Ahl Al Hall Wal Aqd because 1) all of the people who control the security, courts, official positions managing affairs of the people in that entire state, border security (which is all set up and run by dawlah) responds to and obeys them and accepted their decision. 2) the people living in the state recognise that abu bakr baghdadi is ruling over them and obey his government as the ruling government, and there is widespread obedience only to this state. 3) nobody in the borders of the state claim in opposition to Abu Bakr to be the actual leader or government in the region or provide security for hte borders or streets or manage the affairs and transactions of the people - only those under the authority of Abu Bakr al Baghdadi are doing this. Therefore: None of the above can be achieved unless those who gave the bayah really did represent the people and particularly those of authority (shawkah) just like the representatives of the aws and khazraj that gave bayah to the prophet on behalf of all of their people and all of the other people in Yathrib that they would rule over despite their dislike for it from the jews and mushrikeen and munafiqeen like abdullah ibn ubay. Moreover. The bayah given to the prophet (saw) by the aws and khazraj was done secretly (not publicly), in the last third of the night and secrecy was maintained about it even after the bayah. When the ansar were leaving makkah, people suspected them of planning something but they hid the information about the bayah and didnt tell anyone until after the hijrah itself such that ibn Ubayy deduced that it was a secret pre-planned plot to put Muhammad (saw) in authority.
