translated by barzan m r Security is a collective responsibility Nazhat Hali Member of the Presidential Council of the Kurdistan Democratic Party, directore of the Kurdistan protection and Intelligence Agency - parastin Terrorism has been a threat to the Kurdistan Region for several years, but with the help of God, the support of Kurdistan’s people, the determination of the security and intelligence facilities, and the people’s rejection of extremism, the security of the Region has been maintained. The terrorist attacks on Erbil’s Security Forces on September 29, 2013 indicated the size of that threat. At the same time, the bravery of the Region’s security forces indicated how heroically they confront such terrorist attacks. Terrorists, in different countries and for many times, try to target agencies responsible for protecting peace and security, which they see as the main barrier halting them from their terrorism, and they do so in order to weaken people’s trust in these agencies. This makes raising awareness for the Kurdistan Region’s citizens, as well as ensuring their cooperation with the security and intelligence agencies, a very important and sensitive issue. There are many reasons for the development of terrorism and its threat on the Middle East region, and they include the deviation of certain so-called religious figures. These people have indeed deviated from humanity and religious values, and they are simply absorbed with the perversion of Muslim youth in the region; unfortunately, the well-known clerics haven’t put much effort into confronting these dangerous mindsets. They have not issued sufficient fatwas to illegalize and interdict terrorist acts. The intellectuals and academics have not taken the necessary measures to unveil the real face of terrorism. The economic situation, unemployment, fixation with the old ages and ignorance of the modern world and its ideas, ignorance to the importance of science and knowledge, the use of new technology and inventions for crime and killing, sponsoring terrorist groups, training and supporting them by regional countries to use them to exert pressure against their opposition without taking into consideration that these terrorist groups might one day direct their insurgencies against them, and the lack of security and stability in other parts of Iraq and some neighboring countries—Syria in particular—have all created an enabling environment for the growth of terrorism. The terrorists and enemies of democracy and freedom, and the enemies of Kurdistan and humanity, cannot withstand the Kurdish people’s happiness and progress, which is why they intend to destabilize Kurdistan’s peace. However, Kurdish unity, awareness, and support for Security and Intelligence Agencies can stop the terrorists’ plots and thwart their intentions. The Kurds achieved and built this freedom with countless sacrifices. Many enemies are not happy to see Kurds with these achievements. We enjoy high living standards, freedom, security, and stability, and protecting these places a great obligation on our shoulders. Therefore, security is a collective responsibility. Every citizen should contribute in halting the development of terrorism and extremism, and inform the security and intelligence community of any piece of information. By doing so, the people will contribute greatly to the protection of their fellow citizens and fulfill their civic duty. Having said that, it should be noted that local political parties and entities that try to defeat each other should not use the security issue or people’s lives as political tools. They, should it be from ruling parties or the opposition, have a national responsibility in protecting and strengthening the Kurdistan Region’s security. We are all working within the framework of the Region’s political process, and the political process must be in the best interest of our land, and it must be towards enhancing and promoting the Region’s security. The religious figures, academic and scientific centers, authors, media, and civil society organizations, can all play a big role in fighting extremism, keeping our society free from radical beliefs, and and raising citizen’s awareness. This, in addition to supporting the success of the security and intelligence communities in the region, is also a patriotic and religious duty. Any person that tolerates terrorism cannot be regarded as a human being, a religious person, or a citizen of Kurdistan. When the enemy comes to the conclusion that killing and terrorism not only will not affect our will, but they will also make us more united internally and increase our friends abroad, the enemy will never think about committing crimes against Kurds again. Just as the terrorists were never able to escape the Region’s security and were brought to justice, this time again they will be brought to justice.
