And why do that now, when the School District of Philadelphia is $304 million short? I’m not so naïve to think that any government bureaucracy would ever easily divert $400 million of state funds to a city-specific problem in the blink of an eye. But the contrast between a willingness to spend on state prisons versus a willingness to spend on schools is stark. It should make us think. Is a new prison really the best way forward? To Wetzel’s credit, last year saw the “largest decrease and only the third yearly population decline in the past 40 years” of Pennsylvania DOC history. That decrease occurred through sentencing reform and real attempts to reduce recidivism through programs that get prisoners out from behind bars and into treatment. Even Wetzel himself has said the future of Pennsylvania’s DOC is in treating fewer prisoners, not building new institutions to house more. I’m no expert, but it seems Wetzel should consider his own advice: If correctional spending is going to remain high on Pennsylvania’s list of priorities, that spending should go toward reducing the prison population rather than building extravagant complexes to support the status quo. And hell, if that means the DOC spends a little less on construction and has a few extra bucks to pass on to the School District of Philadelphia, I won’t complain.
