The issue with the real federalization of Siberia is mostly about money: though Russia names itself a Federation, it is far from being a federation in terms of revenues destribution. Moscow concentrates main financial streams, thats why an administrative (not economic) center turned out to be so welthy. Subsequently, regions aboundant in natural resources are left starving and underfinanced. For those living in resource rich periphery the issue is realy provoking. With Russian economy plunged into recession and western sanctions deteriorating this grim picture, even scarce financial resources streamed from Moscow to SIberia are drying up. Russia boasts to have low level of external debt comparing to Japan, US or GB. However, the trick is that Russias peripheral regions were actively borrowing money to cover their holes on local budgets. Now,peripheral regions are highly indebted and cannot get new loans to a variety of resons. This will only aggravate public, that faces worsening of economic situation coupled with Russiass bans on food imports that provoked increases in food prises inside Russia. In this view, Kaliningrad oblas is also an interesting subject to examine! Being a true enclave, Kaliningrad is locked inside the EU with lots of challanges in logistisc and direct communication with Russia. Due to its high level of dependence on foreign imports Kaliningrad could be fiercly beaten by Russias food sanctions but for possibility of short-time travels to neighouring regions of Poland, where Kaliningrad locals are driving to buy food. Therefore Kremlins bold steps, taken without due consideration of regions needs, may deteriorate challenging issues of local life and provoke a certain level of unrest.
