BRUSSELS—The European Union is preparing to add at least five individuals and two new entities to its Ukraine sanctions list, for the first time targeting oligarchs who the bloc says are supporting or benefiting from the turmoil in Ukraine, EU diplomats said on Monday. The move comes as the EU is putting the finishing touches on sectorwide economic sanctions that would target Russias financial system and restrict exports of arms, militarily sensitive goods and equipment used in unconventional oil destined for Russia, diplomats said. The financial sanctions would sharply restrict the ability of Russias largest banks, including Sberbank SBER.MZ -3.11% and VTB Group, to raise financing in the EU, the diplomats said. The measures are part of the EUs plans to raise pressure on Russian President Vladimir Putin for Moscows alleged support of pro-Russian militants in eastern Ukraine. The hope is to deal a blow to the Russian economy and isolate Russias elite, thus pressuring Mr. Putin to stop arms and fighters from flowing across the border into Ukraines eastern provinces. But the oligarchs the EU is moving to sanction arent some of the big fish that are reportedly close to Mr. Putin. The EU may seek to target those people if the West believes Mr. Putin is continuing to destabilize Ukraine despite the sanctions measures, they said. судя по тексту упоминание про Сбербанк и ВТБ еще не означает, что эти два юрлица против которых якобы введут санкции означает что санкции введут именно против этих банков, по крайне мере в статейке про эти банки идет упоминание, что им будет труднее привлекать фондирование из-за ранее введенных санкций и повышения общих рисков на РФ
