हाल ही में केंद्र सरकार ने देश के 4 राज्यों में अपनी बहुप्रतीक्षित "खाद्य सुरक्षा योजना" लागू की है. इस योजना पर हर साल एक लाख 25 हज़ार करोड़ रुपए ख़र्च होगा. ये साफ़ बात है कि न ही सोनिया गाँधी और न ही कोई और नेता गरीबों को अनाज बांटने जायेगा, अनाज जिस वितरण प्रणाली से गरीबों तक पहुचेगा वो है "सार्वजानिक वितरण प्रणाली" यानि "Public Distribution System". अब ज़रा सुनिए देश में PDS के हाल: Transparency International के एक सर्वे के मुताबिक हर साल PDS सिस्टम में 358 करोड़ का भ्रष्टाचार होता है. [देखें लिंक#1] हाल ही में सुप्रीम कोर्ट के द्वारा नियुक्त केंद्रीय सतर्कता योग (CVC) की एक कमिटी ने देश भर में PDS सिस्टम पर अपनी एक रिपोर्ट पेश की जिसमे ये माना गया है कि PDS सिस्टम में भ्रष्टाचार अपनी जड़ें अन्दर तक फैला चूका है. इस हिसाब से जो अनाज गरीबों को खाद्य सुरक्षा के ज़रिये दिया जायेगा उसका भी वही हाल होगा जो अभी तक होता आ रहा है. दिल्ली जहाँ पर शिला दीक्षित गर्व से खाद्य सुरक्षा योजना लागू कर रही है, वहां के बारे में CVC लिखता है: “the PDS is inefficient and corrupt. There is diversion and black marketing of PDS foodgrains on a large scale. Subsidised foodgrains do not reach the poor, who desperately need the same. These poor people never get the PDS foodgrains in proper quantity and quality. There is all-round complicity of FPS, transporters and corrupt officials of the Civil Supplies Department.” राजस्थान के बारे में CVC लिखता है: “is unsatisfactory; there are many irregularities, irregular lifting of grain, no lifting and bulk lifting. PDS has collapsed. The committee was informed that political pressure is put on officials and the advisory committee in appointment of FPS dealers.” झारखण्ड के बारे में तो ये कहा है की अच्छा और बेकार दोनों प्रकार के अनाज एक साथ गोदामों में रख दिए गए है. is a glaring example of what the system ought not to be. The distribution mechanism of the State has continued in the hands of the most corrupt and inefficient Bihar State Food and Supply Corporation. The committee was informed that rotten grain and good grain are lying together in the godown.” बिहार में तो और भी बुरे हाल है: हर महीने अनाज नहीं दिया जाता है. एक साल में सिर्फ दो या तीन महीने ही अनाज मिलता है. “the most disappointing fact is that foodgrains are not distributed every month. The committee visited many villages and towns and met lots of beneficiaries. It was a general complaint that during the last year, they got foodgrains only for 2 to 3 months.” इनके अलावा और राज्य जैसे कर्णाटक, उड़ीसा, उत्तराखंड और गुजरात में भी यही हाल है. अब आप खुद सोचिये, क्या सरकार की एक और योजना भ्रष्टाचार के भेंट नहीं चड़ने वाली?? अगर सरकार वाकई में गरीबों के लिए गंभीर है तो सबसे पहले PDS सिस्टम की कमियों को दूर करना चाहिए.
