Either the rebels wear government uniforms but remain rebels in all but name, or they infect the regular troops with their lack of discipline and degrade the command structure of the force. In any case, the population would be no more likely to trust the uniformed men who are supposed to protect them. More training might help. But the example of the town of Minova cast doubts on the usefulness of training. Government troops in regular contact with rebels but trained by America looted the town and raped more than 100 women, some as young as six, last November. It is hard to see how these regular troops could improve the moral outlook of the rebels.’’ The Economist This is totally true! Rebels should be disarmed and dismantled by negotiations or by force. There is no way to reintegrate them within the army or as a political party… Otherwise, this would be just a recycling of the same process that has been occurred for the last two decades without any result… However, nobody asked the reason why Congolese regular troops are undisciplined and disorganized! The problem is about the commandment, the way their salaries are managed and brief, it is about the organisation of resources and discipline within the army, but also within the entire structure that is supposed to support the state… The problem is about leadership and the capacity of building the state and its structure (administration from Army, Justice, Healthcare, Education, Infrastructure, etc.). The army is the extreme expression of the failure of the leadership and the governance in the Congo… Of course, this failure cannot be easily solved if Kagame and his band of cronies help to fuel more chaos for looting minerals by violence… Congo has serious problems of leadership and governance… But Kagame and his cronies make these problems worse… So there are two dimensions of solutions… Ending the interference from Kagame in the Congo and helping the rise of more effective leadership within the country…
