The mandate is clearly about using lethal force in offensive operations to disarm and neutralize the M23 and other criminal groups. Who is stopping the UN to complete this mandate in the Congo and why? So here is the key of understanding why the Kagame’s supporters have been concocting backyard manoeuvres in delaying the implementation of the SADC Brigade within the MONUSCO… Four months have passed without any action of this Brigade on the ground… Theoretically, only 9 months remain for the completion of that mandate… This is a joke! Only the Congolese government with an effective leadership that reorganizes the Army will end this disaster by disarming and demilitarizing Rwanda… M23 like other militias are just Kagame’s proxies… As long as Kagame will be controlling the state of Rwanda and its army, there will be other militias he will use to spread violence and pillages in the Congo… There is no political solution with Kagame. Otherwise the previous political solutions of the last two decades with the same Kagame would have work… Les Congolais doivent aujourd’hui prendre conscience d’une réalité. La seule façon de mettre fin à la violence dans le pays, c’est de ramener la guerre là où elle vient, c’est-à-dire à Kigali! Il faut que le Congo attaque militairement le Rwanda, détruise son armée et aide à promouvoir l’émergence d’une démocratie rwandaise avec laquelle la région va discuter de la démilitarisation du Rwanda, de la paix et du développement régional... Tout le reste est de la distraction! Il faut l’émergence d’un leadership congolais capable de mettre une telle politique en œuvre avec beaucoup de succès...
