Then we will take turns to express our views, and finally present a yellow umbrella, expressing that Britain should bear responsibility for Hong Kong. We will continue to stay until: firstly, Britain is willing to issue a public statement that about China’s gross violation of the Joint Declaration, and secondly, the British Parliamentarians will agree to meet with us before the Cenotaph and personally accept our petition. We came to the British Consulate is because the Hong Kong people have been neglecting the fact that Britain has a responsibility for Hong Kong for the past 17 years. Britain is a signatory of the Joint Declaration, and need to bear half of the responsibility for Hong Kongs problem. Responsibility comes from the law, power comes from the law, and Hong Kongs autonomy is definitely not a mercy from the Central Government of China. Hong Kongs autonomy is derived from the Sino-British Joint Declaration, which is a constitutional document. Today we are coming to the British Consulate to request Britain to fulfill its constitutional responsibility under the Sino-British Joint Declaration, and to ensure a high degree of autonomy in Hong Kong for 50 years. Today, Chinas grossly violated the Joint Declaration and grossly interfered with Hong Kongs internal affairs. Ming Pao said that many of the anti-Occupy forces - Blue Ribbons, Green Ribbons are orchestrated by Chinas State Council behind the scene. My appearance today at the British Consulate was inspired by two people, the first is Lord Chris Patten. We not only want to express our dissatisfaction with China, but also protest the British government and asked them to fulfill their obligations to Hong Kong. Another person is Mr Martin Lee. He has said before that if Britain, as a signatory to the Joint Declaration, turned a blind eye to the problem of Hong Kong, human rights and freedom in Hong Kong will be very difficult to secure. And so we came here to fight for our future. It would be a pioneering act, I believe, if we can call a sizable group of people to come to the British Consulate, because in these 17 years many people do not realize that Britain should bear responsibility for Hong Kong. Hong Kong has 3.5 million BNO holders, they are British nationals, they can participate in British national parliamentary elections in the UK or even run for prime minister even if they do not have full citizenship in the UK. But the British should ensure 3.5 million BNO holders enjoy fundamental human rights and universal and fair elections, which is very important. Today, we have come to the British Consulate not for Hong Kong independence, not for returning to British rule, not for obtaining the right of abode. We have come here today to get back what belong to us, to defend the Joint Declaration, and to defend our high degree of autonomy. Prior to 1997, the Chinese Foreign Ministry and Lu Ping defined high degree of autonomy as such: How to develop democracy in Hong Kong is the Hong Kong peoples own business, Central Government will not interfere. But now, one country, two systems has changed! The White Paper overtly violated Joint Declaration, the contents of the White Paper mentioned Central Government has the authority to decide the degree of authority it can grant to Hong Kong, this is absolutely a breach of the law. Mr CY Leung said that the occupation appeared only due to the intervention of foreign forces. He was right, because it is the intervention of Communist Party of China in Hong Kongs internal affairs that made Hong Kong people very angry, only then do we have todays Umbrella Revolution, which is very important. We are not colluding with foreign forces, collusion is a negative word, implying improper activities, but what we do here for is based on the law, asking Britain to fulfill its legal obligation and constitutional responsibility. We came here honest and open, in clear names and straight words. We are not like Xi Jinping, whose entire family emigrated to Canada, then swore his loyalty to the Queen. We didnt come here wanting to be Chinese who are loyal to the Queen, Hong Kongese want to be the people who enjoy basic human rights, autonomy, and possess our own dignity in the face of authority. We came today for the Hong Kong people to realize Britains responsibility for Hong Kong. Many Hong Kong people do not have a thorough understanding of the Joint Declaration, and aware it is actually a Hong Kongs constitutional document. Therefore, I wish to, through this international law, raise the Hong Kong issue on the international stage, gaining one more international bargaining chips on the hands of the Hong Kong people to wrestle against the Communist Party. Many Hong Kong people seek escalation to the movement, they are very anxious, they feel that the Central Government made no concessions. We took action to escalate now by staying in front of the British Consulate, requesting Britain to fulfill its responsibility. I believe by raising the Hong Kong issue onto the international stage, it will be more difficult for China to deal with our problems. If the police clear the protesters in Admiralty and Mongkok, I strongly appeal to all mobile occupiers to immediately come to the British Consulate and ask Britain to provide political protection and fulfill its responsibility. It is a live agreement, which is why the Foreign Office rightly continues to produce its six-monthly reports on Hong Kong. Britain is a party to over 18,000 international treaties and agreements.
