-Admin Police Chief Inspector Rico Santotome Jr C-99214 B Coy Philippine National Police Director Gen. Alan Purisima pinned the one-star rank to C/Supt. Alexander A. Pumecha at Camp Crame, Quezon City on Aug. 26. Pumecha, a member of the Philippine National Police Academy Class 1983, is the current acting executive officer of the PNP Directorate for Research and Development. He could be reassigned to another unit after his promotion. The pride of Bontoc, Mountain Province once served the Baguio City Police Office in varied capacities before he became the long-time head of the Regional Intelligence Division (RID) of the Cordillera police command. It was during his stint with the intelligence community that top rebel leader Jovencio Balweg and his wife were arrested in Baguio on May 18, 2009. Jovencio is one of the primary suspects in the assassination of Catholic priest-turned rebel leader Conrado “Ka Ambo” Balweg in Dec. 31, 1999 in Abra. Several top most wanted persons charged for various heinous crimes were likewise arrested during his watch with the RID before he was finally assigned to lead the Abra Police Provincial Office. Several members of private armed groups in Abra were also neutralized during his watch in the conflict-stricken province. He trained on advance counter-terrorism investigation in Canberra, Australia and hostage negotiations in the United States. He also underwent training on advanced operational management course with the Australian Secret Intelligence in 2009.
