(b) Not less than 2 (two) years experience of teaching in Technical Institution or in Organizing Skill Development Programmes. (c) The Candidate should be able to read and write either Khasi or Garo Language. 1 18 to 27 years. Upper age limit is relaxable by 5 years for SC/ST Candidate. No upper age limit for Candidates already in Meghalaya Government Service provided they entered Service within the prescribed age limit. 9. Inspector of Legal Metrology under the Directorate of Legal Metrology Rs. 14100-370-17290-EB-480-21610-650-28760/- pm (a). B.Sc in Physics or B.E. (b). Able to speak, read and write at least one of the regional languages of the State. The person appointed to the post of Inspector of Legal Metrology shall have to successfully complete the Basic Training Course at the Indian Institute of Legal Metrology, Ranchi. 5 10. Sub-Inspector of Supply in the Directorate of Food & Civil Supplies & Consumer Affairs. (Mairang/Amlarem/Nongstoin & Williamnagar) Rs.11300-280-13260-EB-360-16500-500-22000/-pm Graduate in any stream. 4 Candidates should not be less than 18 years and not more than 27 years of age. Upper age limit is relaxable by 5 years in respect if candidates belonging to SC/ST. Computer Science (Hons)/BCA (3-years) with Class – XII (Science)/CSE Diploma (3 years) with Class-XII (Science) passed from a recognised institution. (Preference will be given to Candidates who has good knowledge in the following subjects:- (i) Oracle 9i and above, (ii) Visual Basic, (iii) Operating Systems, (iv) Networking, (v) Web Technology, (vi) Developer, (vii) Crystal Report and (viii) Hardware Maintenance) 1 12. Computer Clerk in the Office of Director Meghalaya State Lottery under the Excise Registration Taxation & Stamps Department. Rs. 8300-210-9770-EB-270-12200-370-16270/- pm H.S.S.L.C/P.U.C. or equivalent from any recognised institution with 1 (one) and ½ (half) year Diploma in Computer with typing speed of 30 (thirty) words per minute. (Certificate of Typing Speed to be attached) 1 13. Draftsman under the Divisional Forest Officer, Wildlife Division, East & West Garo Hills, Tura. Rs.11300-280-13260-EB-360-16500-500-22000/-pm HSLC/HSSLC with a Diploma in Civil Draftsman/Civil Engineering (3 years Course from a recognised Polytechnic College/Engineering Institute) Desirable: At least one year work experience as a Draftsman in any public/private concern. Proficiency in Computer Applications would also be desirable. Other Condition: The post is transferable throughout the State and involves frequent touring and at times prolonged camping to all forest areas under control of the Government which may include remote and inhospitable areas. The candidate should therefore be medically fit and would have to pass a medical fitness test to be conducted by the Medical Board which includes a walking test. 1 14. Lower Division Assistant in Meghalaya Public Service Commission Rs. 11300-280-13260-EB-360-16500-500-22000/- pm Graduate in any stream from a recognised Institute with knowledge of computer. 5 18 to 27 years. Upper age limit is relaxable by 5 years for SC/ST Candidate. No upper age limit for Candidates already in Meghalaya Government Service provided they entered Service within the prescribed age limit. 18 to 27 years. Junior Divisional Accountant in the Office of the Director of Accounts & Treasuries, Meghalaya, Shillong Rs.14100-350-16550-EB-460-20690-620-27510/- pm The minimum educational qualification should be Degree in Arts, Science or Commerce from any University recognised by the Government of Meghalaya. 24 18 to 27 years of age. The upper age limit is however relaxed by 5 years in case candidates belonging to ST/SC and by 8 years for those already in the State Govt. service. 16. Assistant Conservator of Forest under Forests & Environment Department Rs. 17,000-470-20290-EB-560-25330-760-33690/- pm Candidates must possess Bachelor’s Degree (or equivalent) in Science or Engineering of any recognised University with at least one of the following subjects: (i) Agriculture (ii) Botany (iii) Chemistry (iv) Computer Applications/Computer Science (v) Engineering (Agriculture / Chemical /Civil / Computer / Electrical / Electronics / Mechanical) (vi) Environmental Sciences (vii) Forestry (viii) Geology (ix) Horticulture (x) Mathematics (xi) Physics (xii) Statistics (xiii) Veterinary Science (xiv) Zoology Other criteria/requirements on Physical Standards, Physical Test, Method of Selection, Syllabus, Terms and Conditions etc. are available and can be downloaded from the Commission’s website viz mpsc.nic.in 2 a. 20 to 27 years. Candidates belonging to ST/SC will get a further relaxation of the upper age limit by 5 years. In the case of Ex-servicemen, the maximum age limit prescribed is upto 37 years irrespective of Castes. b. The Departmental candidates having requisite qualifications may also apply and in the event of their selection, the period of training will be treated as per existing rules and regulations. 17. Assistant Employment Officers in the Directorate of Employment & Craftsmen Training under Labour Department Rs. 14700-370-17290-EB-480-21610-650-28760/- pm Graduate in any stream from a recognised University with Statistics / Mathematics / Sociology / Economics / Psychology as one of the subjects. 4 21 – 27 years. Upper age limit relaxable by 5 years for SC/ST. No age limit for those who are already in Government Service provided they entered service within the prescribed age limit. 18. Soil & Water Conservation Ranger under Soil & Water Conservation Department. Rs. 14100-350-16550-EB-460-20690-620-27510/- pm (i) Must have passed B.Sc with any two or more of the following subjects viz. Physics, Chemistry, Geology, Geography, Botany, Environmental Science OR (ii) Must have successfully completed the 3 years Diploma Course in Civil/Agriculture Engineering from any recognized Institute in India. (iii) Must undergo the Physical Test and Medical Test prescribed by the Appointing Authority. (iv) A candidate securing the first position with Honours marks in the Field Assistant Training Course from the Conservation Training Institute, Byrnihat, and who is a Graduate in Science shall be appointed directly to the post of Soil & Water Conservation Ranger provided he meets the required physical fitness and suitability, without undergoing for Written Test and Interview by the Commission, but subjective to the approval of the Commission. 6 18 to 27 years. Upper age limit of 5 years relaxation be made to candidates belonging to ST/SC. No age limit for the candidates who are already in Government Service. 5 19. Assistant District Project Officers (ADPOs) in the Revenue & Disaster Management Branch of the Offices of the Deputy Commissioners in the State. Rs. 17,000-470-20290-EB-560-25330-760-33690/- pm Graduate in any stream with a Diploma in Disaster Management or having experience in Emergency Management/Disaster Management for at least 3 (three) years. Knowledge of Computer, Khasi, Jaintia & Garo language is desirable. 7 18 to 27 years. 5 (five) years relaxable for ST/SC candidates. For those who are already in Government Service, there is no age bar. * For persons with Physical Disabilities (PWDs) age is relaxable by 10 years (15 years for ST/SC) applicable to posts where reservation is admissible to PWD’s as per Govt. Notification No. PER (AR).150/88/Pt/282, dt. 25th January, 2012. The date of birth to be accepted by the Commission is as entered in the Matriculation/Secondary School Leaving Certificate/or a Certificate recognized by an Indian University as equivalent to Matriculation or an extract from the official Registers duly Certified by the proper authority of the Board of School Education. Proof other than these, will not be accepted by the Commission. PARA 2: APPLICATION FORM Application Forms (AF-I) alongwith MPSC Challan (for payment of Fee) are available free of cost at the following locations: I. Office Counter of MPSC, Office, Headquarter, Shillong. II. MPSC Cell at Tura, Nongstoin, Jowai, Baghmara, Williamnagar & Nongpoh. III. Form & MPSC Challan can be also downloaded from the MPSC website viz mpsc.nic.in PARA 3: FEE (Inclusive of Examination Fee) Non-Refundable Fee @ prescribed in the Table below is required to be paid on submission of the Application Form. This amount may be paid through MPSC Challan. The original copy of the Fee Challan (MPSC copy) should be attached with the Application Form. Post Description Amount of Fee Remarks For posts at Sl. Off-line Mode: a) In this option candidates should present their applications completed in all respect at: i. Office Counter of MPSC, Office, Headquarter, Shillong. ii. MPSC Cell at Tura, Nongstoin, Jowai, Baghmara, Williamnagar & Nongpoh On any working day between 10:30 A.M. to 5: 00 P.M. till the last date b) Applications can also be sent by registered post so as to reach the Commission’s office at Shillong not later than the last date prescribed for off-line mode. The Commission will not be responsible for postal lost or transit delay. 2. On-line Mode: Applicants may also apply online through the MPSC website viz mpsc.nic.in. Kindly read the instruction on the web page carefully before applying on-line. Last date for on-line applications is 23:59 Hrs on 16th August, 2013 CANDIDATES WHO WISH TO FILE APPLICATIONS ON LINE MAY FILE THROUGH CYBER CAFES AND COMMUNITY SERVICE CENTRES (CSC). IN DISTRICTS WHERE SUCH FACILITIES ARE NOT AVAILABLE CANDIDATES MAY VISIT THE NEAREST NIC CENTRES WHERE THEY WILL BE ASSISTED BY THE NIC IN FILLING APPLICATIONS ON LINE. Candidates who have already registered with the Commission’s Website may log in and apply directly against the advertised vacancy/post of their choice. 6 PARA 5: INSTRUCTIONS I. All application must be complete in all respects and accompanied with proof of payment of fee and enclosed with One Ordinary Blank Envelope of 4 cms x 9 cms affixed with Rs. 5/- postage stamp. II. Candidates are required to clearly indicate both the Division and percentage of marks in the column captioned “Division/Percentage” at Sl. No. 20 of AF-I Form. III. The following documents are to be attached/ uploaded along with the application form: (a) Recent self attested passport size photograph. (b) MPSC copy of Fee Challan. IV. Incomplete application will be summarily rejected and no further correspondence will be entertained. V. Government Employees may submit their application directly to the Office of the Secretary, Meghalaya Public Service Commission, Shillong in Form AF-I with separate request to their heads/appointing authorities for “PERMISSION / NO OBJECTION” when called for Examination /Interview. VI. Candidate must appear for Written Test/Interview at his/her own expenses. PARA 6: RESERVATION OF VACANCIES As per Government policy. Further, where the vacancies are 9 (nine) or less than 9 (nine) all posts are reserved in favour of specified communities. PARA 7: COMMISSION’S DECISION ON ELIGIBILITY OF CANDIDATES Only preliminary scrutiny of the applications and other aspects will be undertaken before the Written Examination/Personal Interview and therefore, the acceptance of candidature will only be provisional. Candidates are advised to go through the requirements of educational qualification, age, physical standards etc. and satisfy themselves that they are eligible for the posts, before applying. After such scrutiny a “Proposed Rejection List” shall be published and hosted in the Commission’s website as well as in the Notice Board of the M.P.S.C Office/Cells. A candidate is allowed 15 days time to file representation against such proposed Rejection. Copies of supporting documents will be sought only from those candidates who qualify for the Personal Interview. When detailed scrutiny is finally undertaken, if any claim made in the application is not found substantiated the candidature will be cancelled and the Commission’s decision in this regard shall be final. PARA 8: DEBARMENT (a) Candidates should make sure of their eligibility to the post applied for and that the declaration made by them in the format of application regarding their eligibility is correct in all respects. Any candidate furnishing incorrect information or making false declaration regarding his/her eligibility at any stage or suppressing any information is liable TO BE DEBARRED FROM APPEARING FOR ANY OF THE EXAMINATIONS CONDUCTED BY THE COMMISSION, and summarily rejection of their candidature for this recruitment. (b) The Commission is vested with the constitutional duty of conducting recruitment and selection as per rules duly maintaining utmost secrecy and confidentially in this process and any attempt by anyone causing or likely to cause breach of this constitutional duty in such manner or by such action as to violate or likely to violate the fair practices followed and ensured by the Commission will be sufficient cause for rendering such questionable means as ground for debarment. (c) If any candidate is or has been found impersonating or procuring impersonation by any person or resorting to any other irregular or improper means in connection with his/her candidature for selection or obtaining support of candidature by any means, such a candidate may in addition to rendering himself/herself liable to criminal prosecution, will be liable to be debarred permanently from any exam or selection held by the Service Commissions in the country.
