12, July 1775 Watertown, Massachusetts The Provincial Congress hears the report on William Lightly employed to carry molasses to New York. A letter to Governor Trumbull which informs him the vessel Nancy, now in harbour at Stonington, Connecticut, is the property of a Mr Winslow of Boston. The cargo was to be shipped onto Ney York but was heading for Boston, against orders. The Master is now in custody and it is requested that the cargo be returned to Massachusetts. It is resolved that William Lightly be confined to the jail in Concord. A committee is appointed to make warrants for several surgeons and mates from the list and deliver to the Committee of Safety. A resolve by Mr Glover is read and accepted. Many able-bodied men from the seaports have taken their families and possession from the town ports for safety. It is resolved that those able-bodied men report for service as soon as possible. A committee is appointed toconsider the letter of Captain Boble of Pittsfield. The account of Jacob Biglow is to be paid. The account of Jonathan Brown is to be paid. The account of Major Fuller is to be paid. The account of Deacon Stone is to be paid. The account of Enoch Ellis is to be paid. The committee appointed to speak with General Washington about how many men would be needed as reinforcement’s, reports a letter from the General is received and taken for further consideration. Page 2 A committee is appointed to secure all medical supplies in the province and distribute them as needed. The President of Congress is granted leave to go home. Afternoon The committee eon the powder stockpiles reports: It is resolved that the Committee of Supplies divided the stockpile into two parts. One supply will remain in Watertown and the other to be sent to another community near-by. A committee is appointed to examine the 15 prisoners taken at Long Island. A committee is appointed to consider the enlargement of the Committee of Safety membership. The direction by the Committee of Safety to Congress on the concerns of the poor in Boston is tabled. The committee to devise a speedy way to recruit volunteers is given more time for future consideration. The committee examined the 15 prisoners form Long Island and reports Jonathan Winship and Jacob Whipple are to be discharged. Jacob David is sent to the Cambridge guardhouse as a deserter. John Freeman , negro man, is sent to the Cambridge jail. The other prisoners are to be handed-over to the guard until further ordered. Captain Brown is directed to provide provision for the prisoners. The expense for keep Mr Lightly under guard will be paid by the colony. A committee is appointed to investigate what the proper establishment of salt needs to be for the army. The account of Captain James Noble, a n officer in the regiment of Colonel Arnold is to be paid. (See Message concerning the letter from Captain Noble.) Lieutenant Gurney and guard which brought the 15 prisoners to Watertown is dismissed. The account of John Gill is to be paid. Page 3 The committee to devise means for recruitment to reinforce the army reports and submits a letter to the communities for the need to immediately raise recruits in their area. (See Message) It is resolved that the previous resolve that the men who left the seaport town to return, needs to be reconsidered. Adjourned
