1961 FEDERAL APPOINTEES Mercer Cook (1903- ), scholar, author and diplomat, was the first black American ambassador to Nigeria. Born in Washinton, D. C., Cook was educated at Amherst College, the Sorbonne, and Brown University. He had a distinguished teaching career at Howard and Atlanta univerisities. He published a number of books and edited several scholarly journals. His diplomatic career included appointments in Nigeria (1961-64) and Senegal and Gambiz (1964-66). Cecil Francis Poole (1907- ) was the first black U.S. attorney in the continental United States. He was appointed to the San Francisco office. The Alabama-born attorney received his legal training at the University of Michigan and Harvard University. He was a practicing lawyer in California, and taught at the University of California, Berkeley. In 1976, he became a U.S. district judge.
