Operation uphold democracy was dis-arming the people but not the Cedras/Fraph thugs, it was about US re-imaging the Duvalierist and the Louis Jodel Chamblain/Toto Constant death squad FRAPH as civil society as the US Embassy had done in Bosnia/Kosovo post Cold War. Every step Haiti takes forward to participatory democracy the imperialists rushes in with help to hurl Haiti into more poverty and dictatorship.
