3 OCLOCK NEWS UPDATE WITH Orange The East African Legislative Assembly has passed a key resolution urging the United Nations to include disability issues in the post 2015 millennium development goals. The resolution moved by Honorable Dr. James Ndahiro urges UN agencies, governments and civil society to ensure that the key issues of PWDs are addressed. These include lack of equitable access to resources such as education, employment, health care and the social and legal support systems resulting in PWDs having disproportionately high rate of poverty. The mover of the resolution expressed concern about the striking gap in the current MDGs to the effect that the estimated 1 billion people worldwide who live with one or more physical, sensory impairment are not mentioned in any of the 8 Goals. ……………………………… The Lords resistance Army rebels of Joseph Kony have released another batch of captives in the Democratic Republic of Congo. 26 women and children were released near the community of Kiliwa in the Democratic Republic of Congo. The group is comprised of 11 women, five girls (ages 14-17), and 10 children under five years of age (three boys, seven girls). The youngest of the returnees is only one year old. Two civilians, working in their fields near Kiliwa, were approached by the group of women and children, who were being escorted by five male LRA forces. The group of returnees also includes two women who were abducted from Central African Republic (CAR), one from South Sudan, and eight from DR Congo. ……………………….. The national coordinator prevention of trafficking in persons Moses Binoga attributes the increasing adoption of Ugandan children to the current loopholes in the legal guardianship order policy. This after the Auditor general’s findings showed that Ugandan children are being left vulnerable to abuse and exploitation by a staggering increase in overseas adoption. Binoga says the current law gives court powers to grant care order of a child with immediate effect to someone who can then move with them anywhere. He calls for tougher laws that will make it very difficult for those intending to adopt kids from Uganda This during a media training organized by ANPPCAN Uganda Chapter. Buganda Kingdom issues strict guidelines to the newly installed Vice Chancellor of Muteesa Royal University to focus on vocational studies which equip students with job creation skills. The new guiding principles were contained in the official communication of the Kabaka Ronald Muwenda Mutebi delivered by, Prince David Wassajja, upon the installation of Professor Arthur Sserwanga, as the third university Vice chancellor at a ceremony held at Kirumba in Masaka district. The Kabaka challenged Professor Sserwanga to lead a strong crusade to champion academic excellence and remodel the institution to attract world class research levels. …………………………………… INTERNATIONAL NEWS Britain will provide further life-saving support for the hundreds of thousands of people fleeing the humanitarian crisis in South Sudan, International Development Minister Lynne Featherstone announced during a visit to the country on Wednesday. Since fighting broke out in December 2013, 1.3 million South Sudanese have become internally displaced and more than 400,000 have fled to neighboring countries. There is also an impending risk of famine. The Department for International Development will provide an additional £30 million package of assistance enabling organisations including UNICEF, the World Food Programme and UNHCR to help South Sudanese refugees in Ethiopia, Uganda, Sudan and Kenya.
