4.Technological activity is now advance, so much that criminal activity has also become quite advance; which means that stake holders, law enforcement authority now have to move ahead. Local I.T consultant Sunil Fraser, at a recent consultation on Cyber crimes and E-Crime said if you can device it, there is always somebody out there who can breach it. Fraser explained that the same way you are advancing in terms of your security and the technological development, such as your I-phone, I-pads, laptops etc, people are becoming very mobile and so use the telephone handset the same way in which they would have use their desk top to engage in these criminal activities. Fraser further explained that In order to keep abreast with these cyber criminals, legislation is usually done in many of our territories at a snail pace. She noted, that there are different procedures where you have to first draft the legislation, then get it approved to parliament which sometimes stays there for a number of years and when you are ready to actually past the legislation it’s too late. Fraser further said that technology has gone way beyond what we have provided for, so one of the things you will want to be careful of when drafting legislation is that, you have to be specific in some areas, because there are some areas, that if you are to specific your legislation doesn’t work because it does not cover certain act or technology development that comes.
