54)-Citizen’s Charter’ of Administration launched Work with resolve for all-round progress of the Islands: Hon’ble LG tells officials Port Blair, January 1: Hon’ble Lt Governor, Lt Gen A K Singh (Retd), today launched the ‘Citizens Charter’ of the Administration at a function held at Raj Niwas this morning. The charter prepared by the Administrative Reforms & Training/Public Grievances Cell, A&N Administration contains details relating to consumer-friendly information including services to the public by various Departments of the Administration. He launched the ‘e-Citizen Charter’ and also released its document copy on the occasion. Addressing the gathering, Hon’ble Lt Governor extended his best wishes to the people of the Islands on the occasion of New Year and said that the new year rekindles the ray of new hope and aspirations among the people. This should also invigorate the people to work with greater zeal and enthusiasm. He said that the govt. at the centre under the able leadership of Hon’ble Prime Minister, Hon’ble Shri Narendra Modi, has generated a new hope among the people in the country, which is also reflected in the minds of the Islanders. Hon’ble Prime Minister and Hon’ble Home Minister have also assured me of all necessary support for the development of the Islands. Recounting the achievements of the UT Administration in the last year, Hon’ble Lt Governor observed that as a result of working hand-in hand with the Union Govt. these Islands have witnessed tangible progress in different sectors of development. Projects which were actually not moving for the last 20-30 years had been brought forward for speedy execution, he said. There has also been a paradigm shift in the working culture of the Administration as a result of which a positive change has emerged and citizens of the Islands are also moving along with this positivity to take this territory on the path of faster progress. Hon’ble Lt. Governor expressed gratitude to the Prime Minister in particular and the Govt. of India as whole for all the support and help assured for the development and strategic security of the Islands. Hon’ble Lt. Governor lauded the efforts made by all in the Administration for taking development works forward. His appeal to them is to remain positive, forward moving and work for the well-being and welfare of the Islands and its citizens. “Without the contribution of each one of you, it would not have been possible to achieve whatever the Administration has aimed at or accomplished”, the Hon’ble Lt Governor remarked. He also thanked the Hon’ble Member of Parliament, Shri B. P. Ray for highlighting the problems and the needs of the people. He urged the Municipal Council and PRIs to work for the common citizens as they are associated with the people at the grass-root level. Hon’ble Lt. Governor also thanked the political parties for their constructive engagement with the Administration, which, he said, is greatly welcomed. To the media, Hon’ble Lt Governor said that constructive criticism done by them helps the Administration in doing what is correct and take the Islands forward. Even those who criticize unfairly or at the behest of vested interests actually help steel our resolve further, I thank them too, he said. On the suggestion of the Member of Parliament for introduction of e-governance by adopting the successful examples from States like Madhya Pradesh and Gujarat, Hon’ble Lt Governor directed Chief Secretary to form teams which can visit these States and draw examples of good governance for our betterment. This should be done on priority, he said. Hon’ble Lt. Governor minced no word in seeking the support of the stakeholders to bring about a speedy development in the Islands. He urged the stakeholders to put their shoulders together and work for taking the A&N Islands forward. He said “let’s take the Islands to their destiny i.e. to be a great part of this great nation”, he said. Turning to governance, Hon’ble Lt. Governor said governance has three basic principles. Firstly, it is the duty of Govt. to frame rules and enforce these rules, otherwise the society cannot function. He also requested the UT Administration to relook at the rules which have become outdated and requires simplification of the procedures. In this context, Hon’ble Lt. Governor cited the example of rampant encroachment taking place in the Islands. He directed the Revenue/PBMC/DCs to ensure that no fresh encroachment takes place. He also wanted them to stop blatant unauthorized construction. Thirdly, to provide services to the citizens and fourthly, to create an environment where individual genius can flourish and where the spirit of free enterprise can be developed. In this context, Hon’ble Lt. Governor said that the Administration is trying its best to bring improvement in sectors like communication, connectivity, ship travel, air travel, medical and education so that the citizens can find their destiny in a conductive environment. Impressing upon the need to make the ‘Citizen’s Charter’ a success, Hon’ble Lt. Governor wanted the Charter to be implemented in the right earnest so that citizens can get their rights in a time bound manner. The Charter will be implemented successfully only when the officials of the administration work with a passion of service, he observed. On the rights & duties, Hon’ble Lt. Governor was of the view that people only talk about their rights but hardly anyone talks about their duties. “For the first time, our Prime Minister has raised this issue that you have rights that you must get, but you also have duties as a citizen”. It is here, that we must also realize our duties and requested the PRIs, senior officers to highlight the issue in suitable forum, especially in educational institutions. Hon’ble Lt Governor concluded his speech by appealing to all that everybody should resolve to work with the hope of success rather than fear of failure. Let’s create hope, rather than despair, an atmosphere full of hope where we can meet the aspirations of the people. In his speech, Hon’ble Member of Parliament, Hon’ble Shri B.P.Ray described the launch of the ‘Citizen Charter’ as a good step of the Administration. Such a move besides ensuring time bound delivery of services to its citizens will also reduce the correspondence made by various political parties with the Administration. He emphasized the need to take up development works to make the islands self-reliant and develop its own identity. On this occasion, Shri Ray suggested to adopt successful examples from State like Madhya Pradesh and Gujarat to make it more effective and meaningful. He suggested for providing the services to the citizens through e-governance, which he said will give option to the people to monitor the status of their application seeking services from the Department. He also complimented the AR Wing for making the charter a reality. Earlier, welcoming the chief guest and others, the Secretary (AR&T), Shri S K Bhandari said that the ‘Citizen’s Charter’ launched today guarantees services to the citizens in a time bound manner.
