6th November, 2014 (Thursday) Development Became Dominant Discourse in J&K Between 2006-2008; Rural & Far Flung Areas like Chenab Valley Received Undiminished Attention: Urging the people of the State in general and Chenab Valley in particular to vote decisively in favour of the Congress Party, Leader of Opposition in Rajya Sabha & Former Chief Minister of J&K said that Congress-led coalition Government between 2006-08 gave a new paradigm of development and governance to the State which was characterised by all-round and equitable development, efficiency, transparency and people-friendly image. Ghulam Nabi Azad said that the Congress-led coalition Government of 2006-08 successfully broke the myth that development is a utopian dream and not a realizable idea, and that the ‘fundamental mantra’ of Congress-led governance model was to spread the fruits of development and progress equitably and justly with special focus on hitherto neglected and marginalised areas. “We made development as a narrative and discourse in the State, and dispersed the fruits of development beyond the confines of Jammu & Srinagar city”, said Azad. Asserting that Congress-led coalition from 2006-08 banished the cult of ‘hopelessness’ and ‘stagnation’ from the State and replaced it with a new paradigm of governance based on the assumption of early fulfilment of public demands and fast-track execution of developmental works, Azad said that we will once again revive the same paradigm of all-round and equitable development in the entire State if people repose trust in us. Azad was addressing public meetings at Assar and Batote in Ramban constituency to galvanise support in favour of Ashok Kumar, sitting MLA Ramban who is seeking re-election on the ticket of Congress Party. In addition, Azad also held a number of road shows at number of places enroute to Jammu from Bhaderwah in which large number of people greeted him. Ashok Kumar Sitting MLA Ramban, Shyam Lal Bhagat, MLC, Mohammad Aslam Goni, Former Advocate General, Arun Singh Raju District President Ramban also spoke on the occasion. Among others, Ch Farooq, Dharam Chand, Ghirdhari Lal Bhau, Pawan Singh Sarpanch, Bodh Raj Sharma were present. Describing the urge and awakening, that was infused in the minds of the people vis-à-vis the goal of development, as the most remarkable achievement of Congress-led regime of 2006-08, Azad said that we amply demonstrated to the people of the State how big projects can be executed in the shortest possible time and that development was made a dominant discourse in the polity of the State. “It is this mantra of ‘development’ and good ‘governance’ which we are presenting to the people of the State for seeking fresh and decisive mandate”, said Azad. Azad further said that Congress-led coalition Government not only did set examples of fast and speedy execution of developmental programmes but also ensured that all regions and sections of the society are treated with equity, fairness and justice and this achievement remains the strength and vitality of the Congress Party. “Distribution of resources was done in such a way that nobody felt ignored or neglected and all the areas of the State, especially the backward and remote areas like Gurez, Karnah, Pir Panjal, Gool, Gulabgarh, Leh, Zanskar, Kargil, Chenab Valley received focussed attention during our era.”, said Azad. Recalling the emphasis that were laid on developing the remote and backward areas of the State during the Congress-led rule between 2006-08, Azad said that Congress has proved to accelerate developmental activities in the backward and neglected areas like Chenab Valley. “Only Congress can ensure continuity in the ongoing developmental activities in backward regions like Chenab Valley”, said Mr Azad and sought support of the people to implement the ‘development model’ of Congress in the State. Azad said that it goes to the credit of the Congress Party to bring neglected Chenab Valley region on the developmental map of the State. “Before 2002, Chenab Valley region remained neglected and marginalized for decades together due to the discriminatory policies propagated by the successive state governments”, said Azad. Lauding the role played by Congress Party for setting in motion the process of development in the most neglected Chenab Valley region, Azad said that we brought the region on the developmental map of the State and laid the foundation of decentralised governance by creating new districts in 2007. Hailing the creation of new Districts as a landmark decision of Congress-led coalition Government, Azad said that this brought enormous comfort and respite to the people who earlier had to travel long distances for reaching out to authorities for getting their petty works done. Congratulating the people of Assar and Batote for being granted Sub-Division and Tehsil respectively, Azad said that it is the forte of Congress Party to dispense justice on the basis of merit and needs and that it shall continue to serve the people of State with unrelenting zeal and unflinching commitment. Asking the people to recall about the progress achieved by them between 1947 and 2002, Azad said that due to consistent efforts of the Congress Party Chenab Valley has noted visible progress in every sector, be it road connectivity, education, health, tourism, power, etc after 2002 when people of Chenab Valley whole heartedly gave an opportunity to serve them. Urging the people of Chenab Valley to maintain similar unity and togetherness which they have shown since 2002, Azad said that enemies of Chenab Valley are unnerved by the progress which the people of this region have seen during the Congress rule and they are up for planned and systematic plots to divide them on the basis of region and religion. “Some parties are trying to divide and polarise the people of Chenab Valley only to stall their progress and development, but I am very happy that people have understood the gameplan of such parties and are ready to vote with sagacity and wisdom to frustrate their nefarious agenda”, said Azad Maintaining that there is need to further accelerate the process of progress and development in the Chenab Valley region, Azad said that no stone will be left unturned to convert Chenab Valley into a ‘Model Region’ of the State characterised by excellent road network, power projects, tourist infrastructure, educational institutions, health facilities, etc and that he calls upon the people to vote unitedly in favour of Congress Party to ensure their relevance in the politico-governance structure of the State. Azad also mentioned about the decision of the UPA Government to open medical college at Doda. “Opening of medical college at Doda would help in providing advanced health facilities to the residents of Chenab Valley at their door steps”, he said and added that not only specialists and super-specialists would teach students in the medical college but they also provide advanced healthcare facilities to the common people closer to their homes............ing soon as cm in j&k janab gulam nabi azad sahib.........with.....pawan gupta ex. distt,. youth president congress udhampur...J&K
