8. A.R.S. S 36-2804.02(AX3)(f) provides that an applicant requesting authorization to cultivate who lives more than 25 miles from an operating dispensary must provide the Department with the name of the person who will do the cultivation,s The Department interprets this statute to mean that card-holders who live within 25 miles of a dispensary may not cultivate. The Department reasons that this statute would serve no propose if it was not interpreted in this manner.
