A federation with three Goverments would have been too costly for Tanganyika. Under it, Zanzibar would continue with a Goverment of its own, and make its contribution towards the cost of running the Federal Goverment. Tanganyika would have done the same. But it is obvious that it would really pay the costs of the federal Government. So Tanganyika would run the Goverment of its own 12 million people.
