A letter of a group of the Leading Scientists working in Russian Federation To President of Russian Federation V.V. Putin To Deputies of the State Duma of the Russian Federation Dear Mr. President, Dear Deputies of the State Duma We, undersigned foreign scientists and "scientists-compatriots" working in Russia clearly see the need for a thoughtful and deep reform of the Russian science. However, the proposed reform of the Russian Academy of Sciences and other academies causes grave concerns about the future of not only the Academy with nearly 300-year-old history but also of the entire system of academic institutes and laboratories, and especially about the future of young scientists working in this system. Despite and need for reform the Russian Academy of Sciences remains the major research institution in Russia. Among all Russian scientists with citation index over 1000 two-third work in institutions of Russian Academy of Sciences and over 400 of those are members of this Academy. The hastiness of the proposed legislature and the lack of open discussion are very alarming and may result in new and devastating blow to science in Russia. Therefore, we respectfully ask you to intervene in order to 1) place the hastily prepared reform on hold; 2) allow time for discussion of the reform involving the Government and the Academies to reformed and 3) carry out a comprehensive, considered, and transparent reform in 12 to 18 months -- a reform that would be supported by the Russian and International scientific community and would ensure the productive functioning of the Russian Academy of Sciences and its institutes. We also propose to appoint a Blue Ribbon Panel of respected scientists and representatives of scientific communities which could provide consulting assistance in course of the prearation and excution of the reform.
