A lot of the points the author makes in this article are valid. However, it is a tangled web. The classifying authorities should and do have as their central concern the human assets involved in the intelligence puzzle, and that being the case, they are (hopefully!) going to err on the side of over-classification rather than underclassification. What may appear as an innocuous article or memo to an outsider often contains clues as to what our intelligence services (or those of other countries) are working on, where they are doing it, and with whom. I agree the over-classification of information costs a ton of money and diverts a ton of other resources from other worthwhile endeavors, but as is always the case, the devil is in the details. How to fix it??????
