A message from UCCan partner KOINONIA, in Brazil: The Public Hearing on ILO Convention 169 The Ecumenical Forum ACT Brazil in its meeting in August embraced a main action of advocacy related to the compliance of the Brazilian government to the ILO 169 Convention. A Public Hearing in the Senate happened Thursday, 17 October at 8 oclock in the morning, in Plenary II - Ala Nilo Coelho - Annex II, It will be broadcast live on TV and the Senate also interactive participation by ecidadania (e-citzenship). Background Given the increasing number of expressive energy projects being installed in the country, many of them lead to conflicts and environmental impacts on indigenous and Quilombolas (African Brazilian rural communities), as well as other territories inhabited by traditional communities. The Hearing is being called by the Commission on Human Rights and Participative Legislation in the Senate, the articulation of the Ecumenical Forum ACT – Brazil of which KOINONIA Ecumenical Presence and Service is a part. The ILO Convention 169, to which Brazil is a signatory, stipulates in Article 6 that prior, free and informed consultations be held with the peoples concerned, through their representative institutions, whenever consideration is being provided for legislative or administrative measures which may affect them directly and consultations should be made in good faith and in a manner appropriate to the circumstances, with the objective of reaching an agreement and obtain consent to the proposed measures . However, the Convention is not being applied in its entirety. In Brazil , some cases have become emblematic of the violation of this Convention , such as : x Quilombos Alcantara Alcantara Spaceport , Quilombo Macacos River x the Navy Base , Quilombos Marambaia x the Navy. In the case of indigenous peoples, often what we see is that the queries are mere formal instruments that do not take into account , in fact , the narratives and positions in relation to indigenous enterprises . This is the case, for example , of the hydroelectric plant of Belo Monte, in which all collective agreements made with the Indians have not been implemented, while the social and environmental impacts are already being felt.
