A new year, a new count. While numbers need to be double checked, the population of people living with BSL/BDL declined by approximately 550,000 people in roughly 35 jurisdictions in 2014. Approximately 550 jurisdictions with a population of 21.1 million still have BSL/BDL. The population of the 18 states that have passed breed neutral language represents approximately 45% of the U.S. Population. If you include areas of California (state #19) without MSN, the breed neutral population in just those states is approximately 55% of the U.S. population. Less than 7% of the U.S. Population is subject to BSL. Alternatively, breed neutral communities exceed breed discriminatory communities by a ratio of 8 to 1, and growing. Currently we estimate that there are 27 existing BSL jurisdictions (all in Washington state) whose laws are under threat of removal, and 2 jurisdictions considering new BSL.
