A person dishonestly appropriate property belonging to another with the intention to permanently depriving the other of it is treated as theft. Once the people scramble the bank notes the element of appropriation is satisfied. They will never be success if they argue that they do that honestly since nobody would be stupid enough to trust this argument. And so is the defence that they do not have the intention to permanently depriving the other of it.
