Truong Vi Kien, a member of the Ho Chi Minh City People’s Council — the municipal legislature — has been arrested as part of a criminal investigation. The 49-year-old electrical cable manufacturer was arrested by Ministry of Public Security officers investigating allegations that he “abused the public trust in order to appropriate property,” Truong Thi Anh, vice chairwoman of the city’s People’s Council, said at an irregular legislative meeting on Thursday. Anh did not spell out the exact date Kien was arrested, only saying the city legislature had suspended him on August 27.. Kien’s family settled in HCMC from Fujian, China. When nominated for a seat on the HCMC People’s Council for the 2011-2016 term, Kien was described as the director of the Tan Cuong Thanh Enterprise with a bachelor degree in politics. According to the city’s Department of Interior, Kien’s business was based in his home on District 5′s Nguyen Trai Street from 1986-1992. In 1998, he set up the Tan Cuong Thanh Enterprise and assumed the role of director. Kien studied politics at the Ho Chi Minh Academy of Politics and Public Administration. In 2008, he became deputy board chairman of the Vinh Xuyen Private School in District 6. Kien is also deputy chairman of the Ho Chi Minh City Basketball Federation He was honored as a “typical entrepreneur” in 2006 and received the Prime Minister’s Certificate of Merit first in 2003 and again in 2006. Kien’s arrest was announced at the beginning of the irregular session, which included discussions of offering incentives to South Korean giant Samsung for its $1.4 billion investment in the city’s hi-tech park in District 9 and the establishment of a municipal tourism department, among other things.
