A possible pro-Pakistan, pro-democracy deal to avert chaos. Written within 15m, so bear with me if all potential solutions not there. Feel free to supplement/take apart. 1. All children to be removed from processions immediately. Escorted safely by police to their homes. 2. PMLN to allow marches to peacefully move protest to D chowk. Police to facilitate and protect marchers. 3. PTI to proceed no further than D chowk, and commit to an absolutely peaceful procession. 4. CM Punjab and senior officials in the Punjab administration responsible for Model Town fiasco to resign immediately. Court proceedings against those involved. NS not to resign, but an independent process with timelines to be put in place to review electoral results in a robust no. of constituencies. NS to agree to resign and hold fresh elections if widespread rigging found within agreed timeframe. If review is not completed within the deadline, a mid-term election clause to kick in automatically. 5. All members of NS and SS immediate family to be removed from official positions. 6. PML N to agree to put in place a robust package of key reforms that will ensure an independent election commission, setting up of a caretaker government, conflict of interest laws, process for selecting election administration officers, etc in the next election. Reforms agenda and timeframe to be approved by PTI and PAT. 7. PMLN to agree to agree to passing stronger conflict of interest laws, and set up an independent accountability watchdog. Accountability watchdog to review and decide on approval of all contracts issued by the government in its first year and going forward. 8. PMLN ministers to declare their true assets to an independent parliamentary commission within a timeframe agreed to by PTI and PAT. PMLN to contribute to a forensic audit by an audit firm of repute. 9. Investigation and if required, trial of all PMLN activists found to be involved in illicit activities. 10. PTI not to dissolve KPK assembly, but double down on improving the province. PTI to call off civil disobedience, and concentrate on setting up a positive alternative in Punjab. 11. PMLN to agree to release all PTI and PAT activists and political prisoners. 12. PMLN and other political constituents to agree on whatever reforms required to reduce government terms to 4 years. 13. PTI and PAT to hold a vigil at D-chowk and mark this day/movement, as a step-change in the quality of Pakistan’s democracy. Outline a clear plan for the Pakistan they would like to see. Announce that while the current dispensation is unacceptable to them, the march will end in the interest of democracy, but will not disperse until they have a transparent agreement with PMLN (to which NS and all senior PMLN must be a signatory) (guaranteed by all major political stakeholders) and a clear time-table for reform. Remain alert in Punjab, double down on social services and constructive legislation, prove an effective model of governance in KPK, prep for elections in three years.
