[A quantification of private funds raised for public schools. Unfair? Sure. But at least it keeps affluent parents in the public schools. And poor people could make better choices, says the Walmart professor of education.] Schools in lower-income communities often receive more federal or state funding than schools in wealthier areas, and could use some of that public funding to pay for the same advantages that private donations fund in richer communities, said Jay P. Greene, chairman of the department of education reform at the University of Arkansas, which was set up with funding from a Walton foundation that supports higher education. “The existence of the state-of-the-art gym is a matter of choices,” Mr. Greene said. With private giving “a trivial percent” of total public spending, he said, “whether a district has that thing or not is largely a function about how they allocate those resources.”
