RTE *Right to Free and Compulsory Education act 2009 a SHAM/SCAM in Maharashtra State due to unholy nexus of Education Ministry, School Mafia and Local Politicians claims Aam Aadmi Party Right to Free and Compulsory Education Act 2009 passed by the Central Govt guarantees 25% of Seats Reserved in Schools for Children of Economically Backward Parents. Schools which are both unaided and Minority ‘certified’ have been excluded to follow this diktat. All Other Schools are compulsorily bound to reserve 25% of seats (throughout the year ) for poor children at the entry level whether Pre Primary or Std 1. Social Activists, AAM AADMI PARTY Workers, Bhrastachar Virodhi Jan Aandolan Nyas(ANNA) and DYFI have been working tirelessly since early Jan 2013 for implementation of the same in Vasai Taluka. They have been requesting the various State and Central Govt authorities for Mass Awareness Programs to be closely monitored by the Education Ministry and implemented by the local Govt Observation: 1. There is no awareness done either by the State or local Govt(Municipal Corporation) on RTE, Hence Schools are getting an alibi (excuse) in refusing Admission to poor. Even the intended beneficiaries poor are not aware of RTE. 2. State Education Ministry beyond giving verbal assurances is not moving an inch on complaints and requests for admissions. 55 days since first complaint against rogue schools to the Block Education officer Mr More, Vasai Taluka. No action on either admission or action against the rogue school Management. 3. Minister of Education (State) Ms Fouzia Tehseen Khan has come up with a shocking statement in HT page 6 dated 7th Aug 2013 of vacant RTE Seats be allotted to General Quota. Whom does this statement help- The School Mafia? which has no intention to give RTE seats to poor children, most rogue schools have already filled all seats by admitting all students under General quota (Read took illegal Donaions/Deposits) and had left no compulsory 25% seats vacant for RTE quota. Now the above statement helps the rogue schools go scot free as the minister herself has allowed vacant RTE seats to filled by General quota. AAM AADMI PARTY OPPOSES THIS UNHOLY NEXUS BETWEEN THE ROGUE SCHOOL MANAGEMENTS AND THE EDUCATION MINISTER’S STATEMENT VIOLATING THE RTE ACT 2009’S ESSENCE OF KEEPING THESE SEATS VACANT THROUGHOUT THE YEAR These Activists and their associates with the parents of the poor children have Met, discussed, Corresponded and had umpteen telephonic Communication with 1. CM Prithviraj Chavan 2. Education Minister (Cabinet) Rajendra Darda 3. Education Minister (State Rank) Ms Fouzia Tehseen Khan 4. Education Secretary- Mr Sahariya 5. Dy. Dir. Education NB Chavan 6. Thane Dist Education officer Mr Kawane 7. MLA Vivek Pandit 8. MP Mr Baliram Jadhav 9. Sabhapati Vasai Taluka Rambhau Warana 10. Up Sabhapati Pradeep Patil 11. The Block Education Officer Panchayat Samiti, Vasai Mr More on the above issues All this has resulted in not a single admission of the cases of Poor children put forward for admission by these activists, inspite of more than 17 days passed after written assurance by the Block Education officer of admission of all these Children under RTE rules. Firstly there has been no Awareness Campaign amongst poor in the Taluka. When Activists and the poor parents were treated to humiliating, arrogant, blatant and almost violent behaviour by some schools St Stanislaus International School aka SKC, Nalasopara (east) and Lodha High School, Nalasopara (E) in particular they met the Block Education officer Mr More since the month of June complaining and requesting him to help in admission of their Children in the above mentioned schools. His response to a parent was – When you are poor, why are you so ambitious to admit your children to such rich schools? St Stanislaus International School also known as SKC broke all records of misbehaviour and violation of RTE act, most surprisingly by the Managing Director Mr Stanny Pinto – Who threatened and yelled at the activists and the parents and asked them to GET OUT, refusing to admit their children under RTE. When probed the reason on refusal on 15th of July he said the School is Minority certified, He couldn’t show any certification for the same though. This followed the next day a Dharna by the parents and the activists at the Block Education officer Mr More’s office at Panchayat Samiti, Vasai on July 16th 2013, Vasai for admission of the poor children(almost all from the slums behind the school separated by just a wall) and action against the St Satanislaus School aka SKC for refusing admissions under RTE and falsely claiming the school is a minority run school. Lodha School also refused admissions saying all its seats are already full by the General quota also a Trustee boasted of getting Minority certification in one day from the Sachivalaya. AAM AADMI PARTY asks- 1. Why have the Local MLA, Local MP, Sabhapati and Up Sabhapati of VASAI - the elected representatives and the State Education Ministry not bothered to take the erring Education Officer Mr More or the Schools to task? 2. Why no child has got admission since 16th July 2013 or rather the first complaint on 14th June by two parents? Why has no action been taken by the Education Officer Mr More till date against the Schools? If any action has been taken why is it not communicated to the activists or the parents? 3. Why has Education Minister (State) Ms Fouzia Tehseen Khan made a statement as appeared in HT 07 Aug page 4 -“We might allow schools to move leftover RTE Seats to the General Category” followed by “Many Seats reserved under the quota are lying unfulfilled as schools have not received enough applications. This could cause a loss of revenue for schools”. 4. When the Education Ministry, Local Govt, Schools don’t pay heed to requests for admissions under RTE and also When the state is to anyway compensate the schools for RTE Seats, how come Schools loses in revenue? Her intentions of making this statement need to be verified. It appears both the Ministers are hand in glove with the School Mafia, which take hefty donations/deposits (illegal) on admissions and have filled RTE quota seats by allotting to General category students and now by making an absurd statement the Ministers is condoning the School Management. AAM AADMI PARTY and Bhrastachar Virodhi Jan Aandolan Nyas(ANNA) and many other NGO’s declare to build an agitation to expose these two Ministers for Murdering the spirit of RTE in Maharashtra by their suspicious actions benefitting Rogue School Managements instead of the poor children.
