The Livingston County Fiscal Court will hold a meeting Tuesday, July 23rd to discuss a proposed ordinance to prohibit residents from owning American Staffordshire Terriers, Staffordshire Bull Terriers, American Pit Bull Terriers or Rottweilers unless the dog is a “AKC or UKC Registered Show Dog” or the owner registers the dog as a “restricted dog,” provides evidence of $50,000 worth of liability coverage AKC encourages responsible owners and breeders to oppose this ordinance. Livingston County Fiscal Court Meeting Date: Tuesday, July 23rd, 2013 Time: 5pm Location: Fiscal Court Meeting Room, 2nd floor of the County Office at 321 Court St, Smithland, KY, 42081 To qualify as “AKC or UKC Registered Show Dog,” the ordinance requires that a dog be registered with either AKC or UKC, requires an owner provide a three generation pedigree and “proof that the dog is being used as a show dog once the dog reaches the age of six (6) months,” and further requires that the “first five (5) numbers of the AKC or UKC registration number be tattooed on the abdomen or the upper side of the left rear leg.” AKC opposes breed-specific legislation, believing that dogs should be judged on their deeds, not their breed. Further, we do not believe that the “show dog” exemption is sufficient as there are many reasons that a dog may not be shown as early as six months. We find the tattoo requirement strange in light of more modern and common microchip technology, which would allow animal control to locate a dog’s owner more effectively. Families who already own the specified breeds will be forced to undergo background checks, pay an additional fee and obtain liability insurance. These insurance policies are very difficult to obtain and are expensive. The ordinance will force families to surrender beloved family pets that have never created any problem. We urge court members to instead focus on enforcement of leash laws and reasonable, effective dangerous dog laws that address specific problem dogs and impose appropriate penalties on irresponsible dog owners, regardless of the breed or appearance of the dog. What you can do: Responsible dog owners in Livingston County are urged to attend the public hearing on July 23rd. If you are unable to speak at the meeting, please contact the members of the fiscal court and respectfully ask them to oppose this measure.
