After reading the news it seems that the authors are talking about how to detect gravitational waves directly. The waves would interact with a medium (such as graphene) and force it to oscillate. The oscillation would produce photons (presumably due to Casimir effect in radio wavelengths). Because there is no available gravitational waves, these authors are proposing using a laser to see if they could detect those generated photons. So the laser is a proxy for real gravitational waves. Currently gravitational wave detectors like LIGO rely on difficult measurement of length/space contraction if a gravitational wave passes by. And so far the results have been negative.
