After the PPTA of 1995 was passed by our brilliant legislators, another bill, to privatize school construction (co-sponsored by none other than the secretive Mims, that most unjust of SCV justices-to-be), was introduced and passed by the legislature. Seems they are so eager to avoid accounting for all the money they spend that they prefer to create public-private partnerships because, you see, the public has no access to the financial information of the private partners involved. Hence our problems with getting real numbers from ERC and our inability to follow the money going into lawmakers (and governors?) pockets. The P3 law is being used to build schools in Norfolk, where charter schools are also being considered--the obvious next step in privatization of our tax dollars and assets.
