After the cloudburst hit Garhwal and nature had its way sowing destruction and misery among tens of thousands, it was the Military who had to step in on the third day to take over rescue and relief. The officers of the Indian Army, Indian Air Force and various para-military units in the Central Command region are doing a magnificent job bring help and succor to tens of thousands of isolated villagers and pilgrims stranded due to the landslides that swept up the main highway from Rishikesh to Badrinath. We are always ever dependent on our magnificent military and always turn to them in a crisis of this sort. But lest we forget, we have an agency called the National Disaster Management Agency (NDMA) with a rather grand office in SDA providing sinecures to retired generals, bureaucrats and politicians. So where the hell was the NDMA when all this was happening so close to Delhi? Not a squeak from them nor a mention of it anywhere in the hourly despatches. The NDMA may not be geared to provide relief and rescue services when most and where most needed, but they certainly are a well travelled lot. Given below is the orientation and training all these fellows got abroad. Where are they now, when the chips are down? 1. GOI- UNOCHA – International Seminar on Disaster Management for Emergency Managers of India- 14-15 June 2001 in collaboration with UN-OCHA. 3. Asian Disaster Reduction Centre- Multi-National Mission visited India as a part of a project to promote disaster reduction counter measure in the Asian region by learning lessons from Gujarat Earthquake.- 5th –8th June, 2001. 4. Annual Conference of Relief Commissioners/ Revenue Secretaries of the States/ UT’s - to review the preparedness for the Southwest monsoons and other related issue - 30th May 2001. 5. HOPE – Meeting of Hospital Preparedness for Emergency (HOPE) from 18-20 April 2001. 6. PEER Meeting- Sensitization seminar on Programme for Enhancement of Emergency Response (PEER)- from 9-10th April, 2001. 7. GOI-ADPC - Training courses in collaboration with NCDM. 8..
