Afternoon tea was originated from UK where it is acknowledged as the most quintessential of English customs, but is surprisingly a new tradition. It was introduced in England by Anna, the seventh Duchess of Bedford, in the year 1840. The Duchess would become hungry around four oclock in the afternoon because her family had a custom to eat dinner around 8 in the late evening. By the way, the first time I enjoyed it was in Hong Kong in late 1990s, at the Regent Hotel cafeteria where we could have a wonderful panorama view of Hong Kong bay on Kawloon side. As time goes by, some of the top-notch international hotels were launched in Tokyo such as Peninsula, Mandarin Oriental, Conrad and so on. Just recently I enjoyed it at Conrad with my wife tasting several different flavor teas with delicious scones and cakes while appreciating a superb view of Rainbow Bridge from the venue.
