In order for the Ombudsman to determine the culpability of Delfin Telan Ting, investigators have first to establish the actual value of the demolished Central Market. Auditor Judith Singson Pagulyan (the mother of the murdered Deejay Singson) was called upon and testified before the Ombudsman. Auditor Singson Pagulayan was the COA Auditor of the City at the time the market was demolished. She testified that the Central Market had a market value of over 20 million pesos at the time of its demolition. This simply meant that the old Central Market was unnecessarily lost due to the demolition. Adding to this is the fact that the central market then was fully functional and earning. The testimony of Auditor Siogson Pagulayan was crucial to the outcome of the case and was the turning point for the people.
