All of the bird shots and butterfly shots I take are handheld with no image stabilization most of the time. However I try to shoot at 1/250th of a second to 1/400th for butterflies. Preferably at 1/1000th for the birds but no slower than 1/400th. I dont always get keepers but Im moving around and trying to be stealthy. However, the story of the tripod is timeless. A tripod makes it happen. There is a formula that says if you want to take blur out of your photos you have to shoot at a minimum shutter speed of the focal length. I dont have any image stabilization on my prime lenses so dont let that IS stuff go to your head. For an APS-C sensor thats the focal length * 1.5 for Nikon/Sony and 1.6 for Canon. Also you gotta shoot for the sweet spot of the lens which in most cases is somewhere around f/8.
