An update from our Assistant Director, Ed, who is in Texas this week: Today I went with the staff of Texas Homeless Network to see some Colonias -- neighborhoods of substandard housing in border towns. There are an estimated 400,000 people just in Texas who live in these communities which have been around since the 1950s. They began when unscrupulous developers sold low lying lands to unknowning people in poverty. Some have utilities, but many have either no or substandard water, sewer systems and lack housing code enforcement. sos.state.tx.us/border/colonias/faqs.shtml
