Which, actually, is perfect, because Ive never seen a council member be so relaxed all the time, either. I dunno if hes always popping a Valium or if hes just the most comfortable politician in the world, but dude is permanently chilled out to the max. (And yet, when it comes to great staff getting shit done, I think his office could basically be considered a fourth branch of government.)
