Another way of looking at this is that we must have foresight. Plan based on what the future would probably be like (probable population size, population density and needs of the future). We cannot expect certain variables to be elastic with the changes in the other variables. Our planning horizon must be long, perhaps 50 years. It means we must anticipate the population size 50 years from now. Of course, this assumes that the growth pole 50 years from now would be somewhere else.
