Anti-Corruption Campaign Reaches State Security, Deputy Minister Ma Jian Arrested Recently one of the most powerful leaders of the Chinese Communist Party (CCP) intelligence agencies, Deputy Minister of the Ministry of State Security, Ma Jian, became the latest senior official dismissed during the anti-corruption campaign. Ma Jian is also the highest level official of the state security system following CCP Politics and Law Committee party secretary Zhou Yongkang. Sources also said another deputy minister of the Ministry of State Security Qiu Jin, is also under investigation. It seems the big earthquake in the CCPs intelligence system is inevitable. Hong Kongs South China Morning Post quoted sources on Jan. 12 as saying that Ma Jian has been detained for interrogation andseveral of his relatives are also being investigated. Prior to this, some overseas Chinese media have claimed that Ma Jian was taken away by investigators and the CCP Central Discipline Inspection Commission. Little information regarding Ma Jian can be found online. South China Morning Post stated Ma Jian has over 30 years of experience in the State Security system. He was promoted to deputy minister in 2006 and was a hot candidate for the new minister of the Ministry of State Security. Mingjing Post (mingjingnews) quoted informed Beijing sources as saying Ma Jian was responsible for the 10th Bureau of the Ministry of State Security Ministry, which monitored personnel stationed abroad and overseas students as well as investigating so-called reactionary organizations activities. South China Morning Post stated that currently which case Ma Jian was involved in is unknown, but it is believed he was involved in the corruption case of the Peking University Fanzheng Group. It is said Ma Jian has close relationship with Fangzhen Group CEO Li You and Li is suspected of helping some of Ma Jians relatives in securities investment which earned huge profits. Public information shows Fangzhen Group chairman Wei Xin, CEO Li You, President Yu Li and Li Yous brother, Vice President Li Guojun were all take way for questioning. However, South China Morning Post also hinted that the detention of Ma Jian might also be related to former director of the CCP Central Office Ling Jihua. But U.K.s Financial Times got news that Ma Jians arrest is related to Zhou Yongkang and Zhous billions of yuan investment in Yunan Province. City University of New York professor of Political Science Xia Ming expressed that the CCP has been building a stability maintenance system over the past decade. A large number of funds were allocated to the Public Security, State Security and National Security systems. The expenditure of stability maintenance even surpassed military expenditure. Xia pointed out that under the principle of supreme stability maintenance, it is inevitable that these departments encounter issues. Boxun network learned from insiders that another deputy minister of Ministry of State Security Qiu Jin might have been detained for interrogation or even arrested. In addition to economic issues, Qiu Jin might also be connected to the cases of Zhou Yongkang and Ling Jinhua. Xia Ming: Qiu Jin might also be involved in corruption. It might be related to the Zhou Yongkangs system of stability maintenance and the overall brutality, corruption and a large amount of waste due to large funding. South China Morning Post also noted that in the past few years there has been frequent news regarding CCPs intelligence officials involvement in illegal trading and extortion cases. There are even rumors that intelligence officials were involved in monitoring officials of opposite political factions. U.S. magazine China Affairs editor Wu Fan: If the intelligence agencies are used as tools of political struggle, CCPs internal fights are very cruel. Nothing can escape the Ministry of State Security. Wu Fan expressed that intelligence agencies have most of the information to defend the state authority. If it became the tool of one faction, the result is atrocious. U.Ks Financial Times revealed that since Zhou Yongkang stepped down as Central Political and Law Commission party secretary, hundreds of CCP security agents have been cleaned or quietly removed from the Security Department. One case had been disclosed was the arrest of Beijing State Security Bureau leader Liang Ke. Financial Times quoted informed sources as saying that in the huge military system at least 15 thousand officers were questioned due to corruption in the past six months. Xia Ming: We see with the anti-corruption slogans, all the work carried out by Xi Jinping is to have a close grip on the military power, then the public security power, and lastly strengthen his control over the media. Xia pointed out that the CCP is a regime to suppress people using gun, knife and media. What Xi Jingping is doing now is controling this set of suppression tools. In fact some foreign media have reported that the purge of the Ministry of State Security is only the beginning.
