Any groups of ordinary citizens or small organizations can file charges/lawsuits of plunder or malversation, corruption, and bribery against government officials. No public officials are immuned from being sued in courts of law. You can sue or file charges against senators, congressmen, department secretaries, assistant secretaries, directors, governors, vice governors, superintendents, coordinators, mayors and vice mayors, barangay officers who could have committed illegal acts and crimes against humanity .... stealing public funds intended for the poor and their communities .....using public money so these officials can buy ABROAD houses, condos, cooperatives, and luxury cars for their own selfish interest and their families. Filipinos begin to wake up and start making NOISE ........ yes, create deafening noise up until every corrupt and bogus leaders will be forced out of their positions and imprisoned in jails for general population. All those bad politicians must be sentenced with maximum punishment ....lifetime incarceration with no parole.
