Malik through medium of CM’s Grievance Cell Complaint No: 44152. Background of filing this second RTI: Please refer to the letter No: HE-Coll/RTI/2014 dated 30.01.2014 from Mr. Javaid Ahmad Reshi addressed to Principal Dr. Kiran Bakshi to respond the RTI titled above of Dr. Kuldeep Singh President SHEER. Dr. Kiran Bakhi’s letter No: WCG/3024-3026 dated 28.2.2014 was received in our office on 5th of March 2014. The information conveyed by Dr. Bakshi was selective and incomplete. Roping Dr. A. Malik, Dr. Kiran Baksi has obtained certificates on two occasions from subordinates of one community that “Dr. Kiran Bakshi is secular and not communal”. It is hard fact and record is not made available. Not only incomplete, the records made available are concocted, fabricated, beyond the truth. Facts related to physical assault and slanderous campaign on HOD Botany K.S.Choudhary are totally put under curtain using the policy of divide & rule and indulgence in the dirty politics of regional and communal divide. Dr. Kiran Bakshi exerted too much against adhoc lecturer of session 2012-13 because of belonging to Kashmir region. Whereas, against Dr. A. Malik an equal culprit having been involved in physical assault and slanderous campaign through CM grievence Cell, Dr. Kiran Bakshi has kept criminal silence and saved him because of having entered into symbiotic association of getting certificate from one community through Malik. Frankly speaking, on many accounts, we have decided to file case against Dr. Kiran Bakshi reflecting her failures and indulgence in regional-communal politics. All this is dangerous. In this process, she has used services of some of the professors [totally immune to transfer policy and staying permanently in Gandhi Nagar College] as the members of an enquiry committee to distort the facts. Instead of communicating work-conduct, Kiran Bakshi has used Dr. A. Malik to accuse HOD Botany in RTI reply. Moreover, before we got RTI reply from Dr. Kiran Bakshi, HOD Botany Dr. K.S. Choudhary attaining superannuation in March 2015, was transferred and relieved on 26th of February 2014, thus with malaise attention Dr. Choudhary is not allowed to attain superannuation from home place Jammu. Omar Sahib’s RTI Act is not the instrument of punishment in form of transfer, it is to remind you. Before, we go ahead with our plans, please direct the concerned to respond this RTI within stipulated period. The aim of this RTI is to further strengthen and streamline the administration. 1. Choudhary [attaining superannuation in March 2015] HOD Botany GCW Gandhi Nagar with detailed record on the transfer file of said officer. [3.b.2] Dr. Malik, belonging to RBA category was given first appointment in GDC Akhnoor in 2009, transferred to Women College Gandhi Nagar in February 2012 and allowed to continue in violation of set RBA rules at the time when also involved in physical assault and slanderous campaign through CM Grievence cell- and the reasons thereof. [3.b.3] List of Botany teachers staying in four city Colleges [GGM Science College; Parade College; Gandhi Nagar College and Plaura College where there is no botany subject] for last 3 to 15 years and reasons thereof. [3.b.4] Tenure of Dr. Kiran Bakshi as Principal in Jammu city including at Parade College and reason of her transfer from city to city now at Gandhi Nagar College and beyond stipulated period in terms of the transfer policy, published in Newspaper- Daily Excelsior June 8, 2010 on behalf of visionary lady Md. Tanvir Jehan. [3.b.5] Copies of certificates obtained on two occasions by Dr. Kiran Bakhi from one community members certifying that Dr. Kiran Bakshi is Secular and not communal and reasons to procure such kind of certificates. [3.b.6] A team of enquiry committee professors regarding physical assault on HOD Botany have distorted the facts. The team members are totally immune to transfer policy and staying permanently in Jammu City and Gandhi Nagar College. These members are Prof. Suchitra Sapru [for last 24 years in Jammu in the name of militancy in Kashmir]; Prof. Neelu Gupta; Prof. Shruti Sharma; Prof. Sudanshu Sharma;; Prof. Sunil Uppal; Prof. Surinder Sharma; Prof. B.K. Gandotra; Prof. Nazia Rasool. Reasons of their stay permanently at Jammu are required. [3.b.7] In Centre No 169 Part III Private, Mr. Sumnesh Sharma Superintendent was forced to handover the charge to Dr. Rajinder Sharma. The copy of the complaint filed by female examinee against Mr. Sumnesh; Response of Mr. Sumnesh Sharma to this complaint; list of enquiry committee and its report and administrative disposal of this case- a detailed record is required.
