(Approved Resolutions/Ordinances of the 16th Municipal Council of Uson, Masbate, Philippines) RESOLUTION NO. 2013-023 Series of 2013 RESOLUTION REQUESTING THE SCHOOLS DIVISION SUPERINTENDENT, DIVISION OF MASBATE, MASBATE CITY TO ALLOW THE LOCAL DISASTER RISK REDUCTION AND MANAGEMENT COUNCIL OF THE MUNICIPALITY OF USON, PROVINCE OF MASBATE THE USE OF CLASSROOMS AND OTHER SCHOOL FACILITIES IN THE M,UNICIPALITY AS EVACUATION CENTERS OF VICTIMS OF CALAMITIES, FLOODS, AND OTHER FORCE MAJEURE DUE TO CLIMATE CHANGE IN RELATION TO THE PROVISIONS OF REPUBLIC ACT 10121 Authored by Hon. Marijean Mondares-Lim WHEREAS, the sovereignty and territorial integrity of the State shall be respected at all times; WHEREAS, the Philippines has been committed to mainstreaming Disaster Risk Reduction (DRR) into the education sector and pursue implementation of programs and projects related to DRR; WHEREAS, as provided for in RA 10121, the Department of Education is mandated as the agency responsible for providing evacuation centers; WHEREAS, the Local Government Units shall have their territorial sole duty to the citizens within their territorial jurisdiction; WHEREAS, the municipality of Uson under the General Welfare Clause of the Local Government Code shall have the responsibility to the promotion and protection of the health, safety and security of its sovereign especially in times of disaster; WHEREAS, the development, promotion, and implementation of a Comprehensive National Disaster Risk Reduction and Management Plan (NDRRMP) that aims to strengthening the capacity of the Local Government Unit shall be accorded; WHEREAS, the aim is to build resilience of communities within the territory of Uson and to adopt measures reducing disaster risk and the enhancement of preparedness and response capabilities at all level; WHEREAS, including in the NDRRMP of the Municipality of Uson is the preparedness of the supplies of the municipality in cases of disaster especially in the height of climate change; WHEREAS, the shelter for the victims of the floods, calamities in cases of disaster that is sudden due to the climate change that people are experiencing; NOW THEREFORE, on motion of Hon. Marijean Mondares-Lim, duly seconded by Hon. Schedar O. Sanchez, and concurred in by all members present, BE IT RESOLVED AS IT IS HEREBY RESOLVED, to request the Schools Division Superintendent, Division Of Masbate, Masbate City to allow the Local Disaster Risk Reduction And Management Council of the Municipality Of Uson, Province Of Masbate the use of classrooms and other school facilities in the municipality as evacuation centers of victims of calamities, floods, and other force majeure due to climate change in relation to the provisions of Republic Act 10121 RESOLVED FURTHER, that copies of this resolution be furnished Dr. Danilo E. Despi, CESO VI, Schools Division Superintendent, Masbate City, and other concerned agencies for their information and guidance. UNANIMOUSLY APPROVED. July 29, 2013.
