As a small country without any natural resources, we will always be constrained by this fact. This is something we will always have with us and so we need to plan and strategize our future based on this constant constraint. We do not have what other countries are endowed with but what we have is our nimbleness and our ability to plan forward with a long term view to ensure we are always ahead of the curve -- to ensure that there is something we have that others will want/need, to be always just that little bit ahead of our potential competitors.
