As euroskepticism grows, the EU desperately needs to address the democratic deficit between its institutions and citizens. While the European Parliament may appear the right forum, its effectiveness is limited by its inherent restraints and the issues compounded by a variable-speed Europe. To represent integrated states and their citizens fairly, building an EP core may be the only way forward – with such a change affecting not only EU institutional balance, but also relations between core and non-core states.
