As your Faulkner County Sheriff, I will ensure that the integrity of investigations and the motivation for obtaining warrants are above reproach. As your Sheriff, I will work to move the Faulkner County Sheriff’s Office away from actions that can lead to lawsuits and taxpayers footing the bill for settlements. I recently requested and received documents pursuant to an FOI request from the Faulkner County Sheriff’s Office because of an arrest of a former detention officer, Brianne Pickard, which was recently dismissed. On June 14th 2013, an ACT 309 inmate received a mail package containing a fifty dollar money order, cologne and a pack of t-shirts. The mail was received by Pickard and placed on the 309’s account. On June 20, 2013, Pickard resigned from the FCSO. On July 2, 2013, Pickard spoke to Capt Lloyd Vincent about issues at the Faulkner County Detention Center. Vincent told Pickard he wasn’t trying to talk her out of filing a lawsuit that she had talked about filing. On July 31, 2013, Capt Lloyd Vincent swore out an affidavit for Pickard’s arrest for Furnishing, possessing or using prohibited articles ACA 5-54-119, a class C Felony. The affidavit states that Pickard admitted to mailing the items that the ACT 309 inmate received on June 14th 2013. On January 31, 2014, a Log Cabin Democrat article reported that the charges against the former officer were dismissed on Jan 30th, 2014. A review of property that the ACT 309 in question shows that on May 01, 2013 she received body spray, underwear, shoes and during March 2013 had received a Wal Mart gift card for $200.
