At one time this was the Coney Island Of The South (1880-1920s). It featured restaurants, a casino, a resort hotel, jazz dance halls, an alligator pond, bathing in the Lake from a beach, and in its later decades amusement rides including a roller coaster. An electric streetcar system, connected the lakeside resort with the center of the city. Yes, its the Old Spanish Fort, a.k.a. the original Pontchartrain Beach. Actually first constructed in 1701 by the French on an Indian shell midden dating to 300 AD, the Spanish Fort was built to protect the major waterway into the city. Only the fort ruins remain today.
