At this months meeting of the Orient Heights Neighborhood Council, a question was asked about turning right onto Bennington Street from Saratoga Street if there is a red arrow. There were many opinions offered. I was under the impression that a driver is supposed to consider a solid right light, a blinking red light and a red arrow in the same manner; i.e., come to a complete stop, watch for oncoming traffic and proceed with the right turn when it is safe to do so - unless there is a No Turn on Red sign. Then, drivers must wait for the light to turn green. Here is what I found in the RMV rules and regulations (page 37.) After reading the page, it seems that it is allowed for drivers to turn right on that red arrow. Good. That should stop the queuing that happens on the bridge because drivers are reluctant to take the turn on red.
