Australian Road Rules, Regulation 300 - Use of mobile phones In light of a recent photograph taken of a police officer in a Northern Territory Police car talking on a mobile phone while driving, we understand your concerns about upholding the law. In the Territory, drivers of police and emergency vehicles are exempt under the Australian Road Rules (Regulation 300). You may be aware that mobile telephones are only one small component of the Northern Territory Police communications system and their use is integral to that system. The use of mobile telephones for operational communications while driving police vehicles is limited to situations where circumstances necessitate their use, and where possible, police will comply with all road rules. The relevant regulation refers as follows: 300. Use of mobile phones (1) The driver of a vehicle (except an emergency vehicle or police vehicle) must not use a mobile phone while the vehicle is moving, or is stationary but not parked, unless the driver is exempt from this rule under another law of this jurisdiction.
